Terrance Carroll

Senior Fellow for Voting & Democracy, FairVote; Fmr. Speaker of the Colorado House

Terrance D. Carroll was the 54th Speaker of the Colorado House of Representatives. He is the only African-American to have served as Speaker of the Colorado House. Terrance served in the legislature from 2003 until being term-limited in 2011. He is the Senior Fellow Voting and Democracy at FairVote. He is also an opinion columnist for the Denver Post as well as a Distinguished Guest Lecturer in the Master of Public Policy program at the University of Redlands in California.

Terrance is a graduate of the Morehouse College in Atlanta, Georgia, the University of Denver’s Sturm College of Law, and holds a Master of Divinity degree from the Iliff School of Theology in Denver. He is an ordained Baptist minister.
