Wayne Liebman, M.D. is an activist, advocate, and strategist for democratic lotteries. In 2020, he founded Public Access Democracy (PAD), an advocacy group that aims to catalyze the formation of deliberative citizen groups chosen by lot. PAD provided the impetus for the Petaluma Fairgrounds Citizens’ Assembly (2022). In concert with the Berggruen Institute, PAD has organized Public Democracy LA, a consortium whose goal is to stand up a citizens’ assembly in Los Angeles by 2025.
